Putin thanked the ministers for their hard work and asked them to function as a caretaker government until a new one can be formed.
The cabinet is resigning in accordance with Article 117 of the Russian Constitution, which states that the government can offer its resignation to the president, who can either accept or reject it. Putin is creating the position of deputy secretary of Russia’s Security Council to be offered to Medvedev.

This could confirm the absence from the facilities of ground-launched intermediate and shorter range missiles and weapons which have remained a controversy. Putin has kept alive both the prospects of an INF-free Europe, and a global INF ban that could see the INF Treaty reborn as a multilateral arms control agreement. The Mk 41 and the 9M729 have been at the center of controversy between the US and Russia, with both sides claiming that they constituted violations of the 1987 INF Treaty. The survivor, 16-year old Maria Kosintseva, ‘played dead’ for four hours after gunman Dmitry Zakharov, 34, opened fire at the gathering, held in his apartment in the central Russian city, on Friday night. He reportedly shot dead three people and injured a fourth, killing himself before police arrived.
